Dr. Philip Potter is a Professor of Politics and the Founding Director of the National Security Policy Center in the Frank Batten School of Leadership and Public Policy at the University of Virginia. He serves as a Senior Advisor to the Office of the Under Secretary of Defense for Policy and as a University Expert for the Intelligence Community.
Professsor Potter’s research focuses on US foreign policy, military affairs, and international security. He has recently published articles in International Organization, Journal of Politics, International Studies Quarterly, The Journal of Conflict Resolution, and the Annual Review of Political Science, among many other journals. His 2023 book Zero Tolerance: Repression and Political Violence on China’s New Silk Road (with Chen Wang) is now available from Cambridge University Press. His first book, War and Democratic Constraint (with Matt Baum), was a CHOICE outstanding academic title.
Professor Potter has served on the editorial boards of the Journal of Politics and the Journal of Global Security Studies and is an Associate Principal Investigator for Time-Sharing Experiments in the Social Sciences. Dr. Potter has been a fellow at Harvard University, the University of Pennsylvania the Modern War Institute at West Point.
